宇宙と量子コンピュータ——一見すると遠く離れた二つのフロンティア領域が、いま交差しはじめています。本イベントでは、量子技術が宇宙開発や宇宙産業にどう貢献しうるのかを、アカデミアと産業界の登壇者が紹介。また、後半ではその中でもアストロバイオロジー(宇宙生物学)の専門家の方々と共に、「生命の起源を量子コンピュータで解き明かす」というテーマで議論します。
〇 量子技術は宇宙にどう効くか
量子コンピュータは、流体シミュレーション、量子化学計算、マルチスケール解析など、従来の計算機では扱いきれなかった問題に新たなアプローチを提供します。本セッションでは、量子コンピュータの得意領域を整理しながら、宇宙開発の現場で生まれている課題との接点を探ります。創薬や材料開発と地続きの技術が、宇宙という領域でどのような可能性を持ちうるのかを概観します。
〇 宇宙 × 量子の可能性 〜生命の起源を量子コンピュータで解き明かす〜
アストロバイオロジーは、生命の起源や地球外生命の可能性を探る学際領域であり、その本質には「化学」の難問が横たわっています。前生物的化学反応や自己組織化のシミュレーションは、古典計算機では手が届きにくい領域として知られてきました。しかし、こうした「これまで計算できないと諦められてきた問題」こそ、量子コンピュータが本領を発揮しうるフロンティアかもしれません。本セッションでは、アストロバイオロジーの現在地と展望を共有しつつ、量子コンピュータが貢献しうるピース、そしてサイエンスの発見が市場や社会にどう波及していくのかを議論します。
〇 フロンティア同士の対話から、新しい議論の土台を

Known as one of the most exclusive business programs in Taiwan with a highly competitive selection process, National Taiwan University’s Entrepreneurship and Innovation MBA (EiMBA) is often compared to world-class universities and top-tier global institutions. But what exactly draws top-tier professionals from around the globe to this program?
Join us for a session exploring the educational philosophy and hands-on approach of NTU EiMBA. スタートアップに関する環境省の取組み説明を行います！
〇グリーン購入法を通じた環境配慮製品やサービスの提案をしてみませんか。
グリーン購入とは、製品やサービスを購入する際に、必要性をよく考え、環境負荷への負荷ができるだけ少ない製品やサービスを選択し、環境負荷の低減に努める事業者から優先して購入することです。
グリーン購入法では、国等が一定の基準に適合した環境物品を率先調達することで需要を生み出し、社会全体におけるグリーン購入を推進しており、重点的に調達を推進する環境物品の対象とその判断基準については毎年度、定期的に見直しを行っています。本年度は、５月上旬から６月上旬の期間で幅広く事業者の皆様から提案募集を行っています。
グリーン購入法では、より高い環境性能の基準を設定した先端的な環境物品やサービスについては、調達に際しての支障や供給上の制約がない限り、調達を推進していくこととしているため、初期需要創出への貢献が求められる環境物品等を取り扱うスタートアップ企業の皆様からも積極的にご提案をいただければ幸いです。募集の内容やこれまでの提案事例などを環境省の担当者から説明いたします。
〇需要創出から産業創出へ―JICNが支える環境スタートアップ成長戦略
環境省では、環境スタートアップ振興に向けた議論の中で、「需要をつくる」「産業をつくる」「人材・基盤をつくる」という3つの政策の方向性が示されてきました。グリーン購入は、先端的な環境製品・サービスの初期需要を創出する取組ですが、JICNは金融・投資の立場から新産業創出を後押ししています。例えば、廃プラスチックのマテリアルリサイクルを手がけるエム・エム・プラスチックへの投融資、インドでケミカルリサイクル事業を展開するIdeation 3Xへの投資、作物残渣から超吸水性ポリマーを作るEF Polymer、未利用バイオマスから高機能バイオ炭を作るTOWINGやエタノール・発酵原料等を作るFermenstationへの投資を通じ、資源循環や持続可能な地域産業づくりにも取り組んでいます。本セッションでは、需要創出と産業創出を両輪で進める日本の環境イノベーションの可能性を展望します。
〇実はねらい目かも！？環境省、懐深いスタートアップ支援を幅広くやってます！
環境スタートアップ企業のロールモデルの創出に寄与し、環境分野でのビジネスの創出及びイノベーションの促進に向けて、環境保全に資する研究開発事業を行うスタートアップ企業等に対する支援を行っています。
具体的には、補助金（最大５億円）やピッチイベント・表彰（環境大臣賞等）、投融資など、資金面から事業機会創出まで幅広い支援策をご用意しているところです。

Japan's rural and coastal communities face a quiet but urgent crisis - depopulation, economic decline, and one of the developed world's highest drowning rates. But look closer, and something else is happening: a new generation of entrepreneurs, educators, and community builders are choosing to root themselves in these places - and building businesses, programmes, and livelihoods that are bringing them back to life.
This session brings together practitioners who are doing exactly that. Through experiential youth education, regional cultural experiences, and circular economy ventures, they are proving that rural Japan is not a problem waiting to be solved - it's an opportunity waiting to be seized.
We'll explore what genuine engagement with coastal and rural communities looks like in practice: how young people can volunteer, build careers, or start ventures that are deeply connected to place. We'll be honest about the barriers - awareness, access, economic viability - and open a practical conversation about how companies, educators, and investors can help lower them.
This is not a session about decline. It's a session about what's being built, by whom, and how you can be part of it.

Bing-Yu Chen, aka Robin Chen, received the B.S. and M.S. degrees in Computer Science and Information Engineering from National Taiwan University (NTU), Taipei, Taiwan, in 1995 and 1997, respectively, and the Ph.D. degree in Information Science from The University of Tokyo, Tokyo, Japan, in 2003. He is currently a Distinguished Professor with the Department of Computer Science and Information Engineering, Department of Information Management, Graduate Institute of Networking and Multimedia, and Trans-disciplinary Bachelor Degree (TBD) Program of National Taiwan University. He has also been a Deputy Minister of National Science and Technology Council (NSTC), Taiwan since 2024, and was the Dean of NTU College of Design and Innovation (D-School) during 2019-2024, an Associate Dean and the EiMBA Director of the NTU College of Management (B-School) during 2013-2019, an Associate Director of the NTU IoX Research Center (formerly Intel-NTU Connected Context Computing Center) during 2012-2021, the Director of NTU Creativity and Entrepreneurship Program (CEP) during 2016-2022, and a Visiting Researcher and Professor at The University of Tokyo in 2012, 2016, and 2022. His current research interests include Human-Computer Interaction, Computer Graphics, Image Processing, and Innovation and Entrepreneurship Education.
Erdinç Ekinci is a startup founder, venture builder, aspiring investor, and ecosystem leader, serving as Co-founder & CEO of Openfor.co and Director of Founder Institute Japan, Korea, and Taiwan. He empowers individuals to tackle major challenges through entrepreneurship and sustainable business building. He advises startups, enterprises, and governments on go-to-market partnerships and ecosystem development across the U.S., Europe, Southeast Asia, and Japan. Without external funding, he launched Founder Institute Accelerator in Japan, Korea, and Taiwan, expanding its mentor network to 200 entrepreneurs and investors. At Openfor.co, he drives partnership-led growth, supporting enterprises and pre-seed startups. Having reviewed thousands of startup pitches, mentored 300 startups, and organized 100 events, he is now launching Co-Capital.co, a pre-seed GTM Accelerator VC, accelerating startup growth through partnerships.
Dr. Chia-Yen Lee is Professor in the Department of Information Management, Associate Dean in College of Management, and Director for Entrepreneurship and Innovation MBA (EiMBA), National Taiwan University. He was temporarily transferred as Deputy Director in Taiwan Semiconductor Manufacturing Company (tsmc). He received a Ph.D. degree from Dept. of Industrial and Systems Engineering at Texas A&M University, USA. His research interests include manufacturing data science, productivity and efficiency analysis, with applications to semiconductor manufacturing, TFT-LCD, motor drive, energy and pollutant, petrochemical industries, etc. He serves as senior editor for IEEE Transactions on Automation Science and Engineering, and associate editor for IEEE Transactions on Semiconductor Manufacturing. His research interests include manufacturing data science, productivity and efficiency analysis, intelligent manufacturing systems, and multi-objective stochastic optimization with applications to semiconductor manufacturing, energy and pollutant, fastener, petrochemical industries, etc.. He received 2025 AI Award Best Solution of Academic Industrialization, the 2021 Outstanding Research Award from Ministry of Science and Technology (MOST) of Taiwan, the 2018 Kwoh-Ting Li Technology & Literature Lectureships Award of Distinguished Young Scholars from NCKU-Delta Electronics, the 2017 Ta-You Wu Memorial Award of Distinguished Young Scholars from MOST, Outstanding Young Scholar Grants (2014, 2017, 2022) from MOST, the 17th Best Practice Paper Award from the Asia Pacific Industrial Engineering and Management Systems Conference (APIEMS 2016).

量子コンピュータスタートアップQunaSysで事業開発を担当。戦略的パートナーシップの構築や新規事業の創出、テクノロジーと産業が交わる領域での新たな機会づくりに取り組む。社内外のステークホルダーをつなぎ、実用的なユースケースを見出し、新しいアイデアを持続的に成長するビジネスへと発展させることを目指す。（気象、創薬などを探索）

東京科学大学 地球生命研究所 准教授 / 慶應義塾大学大学院 政策・メディア研究科 特任准教授(兼任)
1982年、東京都生まれ。幼少期をイギリスで過ごす。2005年慶應義塾大学環境情報学部を卒業後、2009年同大学大学院政策・メディア研究科博士課程を早期修了。日本学術振興会(JSPS)海外特別研究員、NASAエイムズ研究センター研究員などを経て、2020年10月より現職。専門は宇宙生物学と合成生物学。地球における生命の起源、地球外生命探査、人類の宇宙進出に関わる研究など「生命はどこから来てどこへ向かうのか？」という大きな命題に挑戦している。
2016年「WIRED Audi INNOVATION AWARD」を受賞。「コズミックフロント(NHK BSプレミアム)」、「又吉直樹のヘウレーカ！(NHK Eテレ)」などに出演。
2007年、大学卒業後USEN入社。2008年株式会社サーチフィールド創業時に取締役として参画。イラストのクラウドソーシング事業の立ち上げに従事。2012年「地域×クラウドファンディング FAAVO（ファーボ）」立ち上げ。責任者として全国100以上の地域で自治体、金融機関、大学、企業やNPOと協業しながら、クラウドファンディングネットワークを構築。2016年宮崎県にUターン、サテライトオフィス立ち上げののち、2018年株式会社CAMPFIREに事業譲渡し移籍。2019年同社執行役員を経て退職、2020年株式会社ライトライト設立、代表取締役に就任。同年、事業承継マッチングプラットフォーム「relay（リレイ）」立ち上げ。法政大学人間環境学部卒。

〇 量子技術は宇宙にどう効くか
量子コンピュータは、流体シミュレーション、量子化学計算、マルチスケール解析など、従来の計算機では扱いきれなかった問題に新たなアプローチを提供します。本セッションでは、量子コンピュータの得意領域を整理しながら、宇宙開発の現場で生まれている課題との接点を探ります。創薬や材料開発と地続きの技術が、宇宙という領域でどのような可能性を持ちうるのかを概観します。
〇 宇宙 × 量子の可能性 〜生命の起源を量子コンピュータで解き明かす〜
アストロバイオロジーは、生命の起源や地球外生命の可能性を探る学際領域であり、その本質には「化学」の難問が横たわっています。前生物的化学反応や自己組織化のシミュレーションは、古典計算機では手が届きにくい領域として知られてきました。しかし、こうした「これまで計算できないと諦められてきた問題」こそ、量子コンピュータが本領を発揮しうるフロンティアかもしれません。本セッションでは、アストロバイオロジーの現在地と展望を共有しつつ、量子コンピュータが貢献しうるピース、そしてサイエンスの発見が市場や社会にどう波及していくのかを議論します。

スタートアップに関する環境省の取組み説明を行います！
〇グリーン購入法を通じた環境配慮製品やサービスの提案をしてみませんか。
グリーン購入とは、製品やサービスを購入する際に、必要性をよく考え、環境負荷への負荷ができるだけ少ない製品やサービスを選択し、環境負荷の低減に努める事業者から優先して購入することです。
グリーン購入法では、国等が一定の基準に適合した環境物品を率先調達することで需要を生み出し、社会全体におけるグリーン購入を推進しており、重点的に調達を推進する環境物品の対象とその判断基準については毎年度、定期的に見直しを行っています。本年度は、５月上旬から６月上旬の期間で幅広く事業者の皆様から提案募集を行っています。
グリーン購入法では、より高い環境性能の基準を設定した先端的な環境物品やサービスについては、調達に際しての支障や供給上の制約がない限り、調達を推進していくこととしているため、初期需要創出への貢献が求められる環境物品等を取り扱うスタートアップ企業の皆様からも積極的にご提案をいただければ幸いです。募集の内容やこれまでの提案事例などを環境省の担当者から説明いたします。
〇需要創出から産業創出へ―JICNが支える環境スタートアップ成長戦略
環境省では、環境スタートアップ振興に向けた議論の中で、「需要をつくる」「産業をつくる」「人材・基盤をつくる」という3つの政策の方向性が示されてきました。グリーン購入は、先端的な環境製品・サービスの初期需要を創出する取組ですが、JICNは金融・投資の立場から新産業創出を後押ししています。例えば、廃プラスチックのマテリアルリサイクルを手がけるエム・エム・プラスチックへの投融資、インドでケミカルリサイクル事業を展開するIdeation 3Xへの投資、作物残渣から超吸水性ポリマーを作るEF Polymer、未利用バイオマスから高機能バイオ炭を作るTOWINGやエタノール・発酵原料等を作るFermenstationへの投資を通じ、資源循環や持続可能な地域産業づくりにも取り組んでいます。本セッションでは、需要創出と産業創出を両輪で進める日本の環境イノベーションの可能性を展望します。
〇実はねらい目かも！？環境省、懐深いスタートアップ支援を幅広くやってます！
環境スタートアップ企業のロールモデルの創出に寄与し、環境分野でのビジネスの創出及びイノベーションの促進に向けて、環境保全に資する研究開発事業を行うスタートアップ企業等に対する支援を行っています。
具体的には、補助金（最大５億円）やピッチイベント・表彰（環境大臣賞等）、投融資など、資金面から事業機会創出まで幅広い支援策をご用意しているところです。
今回は、それら支援策の概要や実際の支援実績をご紹介し、ピッタリな支援策を探すお手伝いをさせていただきます。

Japan's rural and coastal communities face a quiet but urgent crisis - depopulation, economic decline, and one of the developed world's highest drowning rates. But look closer, and something else is happening: a new generation of entrepreneurs, educators, and community builders are choosing to root themselves in these places - and building businesses, programmes, and livelihoods that are bringing them back to life.
This session brings together practitioners who are doing exactly that. Through experiential youth education, regional cultural experiences, and circular economy ventures, they are proving that rural Japan is not a problem waiting to be solved - it's an opportunity waiting to be seized.
We'll explore what genuine engagement with coastal and rural communities looks like in practice: how young people can volunteer, build careers, or start ventures that are deeply connected to place. We'll be honest about the barriers - awareness, access, economic viability - and open a practical conversation about how companies, educators, and investors can help lower them.

Bing-Yu Chen, aka Robin Chen, received the B.S. and M.S. degrees in Computer Science and Information Engineering from National Taiwan University (NTU), Taipei, Taiwan, in 1995 and 1997, respectively, and the Ph.D. degree in Information Science from The University of Tokyo, Tokyo, Japan, in 2003. He is currently a Distinguished Professor with the Department of Computer Science and Information Engineering, Department of Information Management, Graduate Institute of Networking and Multimedia, and Trans-disciplinary Bachelor Degree (TBD) Program of National Taiwan University. He has also been a Deputy Minister of National Science and Technology Council (NSTC), Taiwan since 2024, and was the Dean of NTU College of Design and Innovation (D-School) during 2019-2024, an Associate Dean and the EiMBA Director of the NTU College of Management (B-School) during 2013-2019, an Associate Director of the NTU IoX Research Center (formerly Intel-NTU Connected Context Computing Center) during 2012-2021, the Director of NTU Creativity and Entrepreneurship Program (CEP) during 2016-2022, and a Visiting Researcher and Professor at The University of Tokyo in 2012, 2016, and 2022. His current research interests include Human-Computer Interaction, Computer Graphics, Image Processing, and Innovation and Entrepreneurship Education.
Erdinç Ekinci is a startup founder, venture builder, aspiring investor, and ecosystem leader, serving as Co-founder & CEO of Openfor.co and Director of Founder Institute Japan, Korea, and Taiwan. He empowers individuals to tackle major challenges through entrepreneurship and sustainable business building. He advises startups, enterprises, and governments on go-to-market partnerships and ecosystem development across the U.S., Europe, Southeast Asia, and Japan. Without external funding, he launched Founder Institute Accelerator in Japan, Korea, and Taiwan, expanding its mentor network to 200 entrepreneurs and investors. Dr. Chia-Yen Lee is Professor in the Department of Information Management, Associate Dean in College of Management, and Director for Entrepreneurship and Innovation MBA (EiMBA), National Taiwan University. He was temporarily transferred as Deputy Director in Taiwan Semiconductor Manufacturing Company (tsmc). He received a Ph.D. degree from Dept. of Industrial and Systems Engineering at Texas A&M University, USA. His research interests include manufacturing data science, productivity and efficiency analysis, with applications to semiconductor manufacturing, TFT-LCD, motor drive, energy and pollutant, petrochemical industries, etc. He serves as senior editor for IEEE Transactions on Automation Science and Engineering, and associate editor for IEEE Transactions on Semiconductor Manufacturing. His research interests include manufacturing data science, productivity and efficiency analysis, intelligent manufacturing systems, and multi-objective stochastic optimization with applications to semiconductor manufacturing, energy and pollutant, fastener, petrochemical industries, etc.. He received 2025 AI Award Best Solution of Academic Industrialization, the 2021 Outstanding Research Award from Ministry of Science and Technology (MOST) of Taiwan, the 2018 Kwoh-Ting Li Technology & Literature Lectureships Award of Distinguished Young Scholars from NCKU-Delta Electronics, the 2017 Ta-You Wu Memorial Award of Distinguished Young Scholars from MOST, Outstanding Young Scholar Grants (2014, 2017, 2022) from MOST, the 17th Best Practice Paper Award from the Asia Pacific Industrial Engineering and Management Systems Conference (APIEMS 2016).

東京科学大学 地球生命研究所 准教授 / 慶應義塾大学大学院 政策・メディア研究科 特任准教授(兼任)
1982年、東京都生まれ。幼少期をイギリスで過ごす。2005年慶應義塾大学環境情報学部を卒業後、2009年同大学大学院政策・メディア研究科博士課程を早期修了。日本学術振興会(JSPS)海外特別研究員、NASAエイムズ研究センター研究員などを経て、2020年10月より現職。専門は宇宙生物学と合成生物学。地球における生命の起源、地球外生命探査、人類の宇宙進出に関わる研究など「生命はどこから来てどこへ向かうのか？」という大きな命題に挑戦している。
2016年「WIRED Audi INNOVATION AWARD」を受賞。「コズミックフロント(NHK BSプレミアム)」、「又吉直樹のヘウレーカ！(NHK Eテレ)」などに出演。
2007年、大学卒業後USEN入社。2008年株式会社サーチフィールド創業時に取締役として参画。イラストのクラウドソーシング事業の立ち上げに従事。2012年「地域×クラウドファンディング FAAVO（ファーボ）」立ち上げ。責任者として全国100以上の地域で自治体、金融機関、大学、企業やNPOと協業しながら、クラウドファンディングネットワークを構築。2016年宮崎県にUターン、サテライトオフィス立ち上げののち、2018年株式会社CAMPFIREに事業譲渡し移籍。2019年同社執行役員を経て退職、2020年株式会社ライトライト設立、代表取締役に就任。同年、事業承継マッチングプラットフォーム「relay（リレイ）」立ち上げ。法政大学人間環境学部卒。
