日本では女性が新規事業の担い手として存在感を高めている一方で、スタートアップ投資における資金配分には依然として大きなギャップが存在しています。その背景には、単なる資金不足ではなく、投資家ネットワーク、意思決定構造、海外展開機会、そしてエコシステムそのものの構造的な課題が複雑に絡み合っています。
本セッションでは、投資家、起業家、そして女性起業家の成長や海外展開を支援してきたプレイヤーが集まり、資金調達の「現実」とその裏側にある意思決定のメカニズムに迫ります。
日本において誰に資金が流れているのか、投資家は何を見ているのか、そしてグローバル市場にアクセスできる起業家とそうでない起業家の違いは何か。
さらに、支援プログラムやネットワークはどのように機会格差を埋めるのか、そして今後、資本の流れを変えるために何が必要なのかを議論します。
単なる課題提起にとどまらず、「では何を変えるべきか」に踏み込む、実践的かつリアルなセッションです。
Is capital really allocated fairly?
While women are increasingly stepping into the role of founders in Japan, a significant gap still remains in how startup funding is distributed. This is not simply a matter of access to capital. It reflects deeper structural dynamics shaped by investor networks, decision-making processes, access to global markets, and the broader design of the ecosystem itself.
This session brings together investors, founders, and ecosystem builders who have been directly involved in supporting the growth and international expansion of women founders. Together, they will unpack the realities of fundraising and the underlying mechanisms that determine who gets funded.
Who actually receives capital in Japan, and why? What are investors really looking for? What differentiates founders who gain access to global opportunities from those who do not?
We will also explore the role of support programs and networks in closing opportunity gaps, and what needs to change to shift the flow of capital going forward.
Rather than stopping at problem awareness, this session aims to push the conversation toward action, offering practical insights into what must change next.

Speakers
A venture capitalist and social entrepreneur with roots in the entertainment industry, she started in digital management at Walt Disney Japan, producing multiple new service launches and leading a team of over 100 as head of operations for the Disney Mobile business.
In 2015, she joined Eight Roads Ventures Japan, the VC arm of one of the world's leading asset management firms, where she has been involved in large-scale funding rounds at Series B and beyond, as well as M&A transactions.
Alongside her VC work, she has championed DEI in the startup ecosystem, co-founding the Startup DEI Promotion Council with fellow industry leaders to drive policy recommendations and strengthen foundational practices across the industry.
In 2020, she established NPO Public Mind, and serves as a board member of an intermediary organization supporting NPOs. In May 2025, the organization achieved certified NPO status, expanding the reach and impact of its activities.
ウォルト・ディズニー・ジャパンにてデジタル部門のマネジメントメンバーとしてキャリアをスタート。プロデューサーとして複数の新規サービス立ち上げを担当後、ディズニーモバイル事業の運用責任者として100名以上のチームを率いてサービスをローンチ。2015年、Eight Roads Ventures Japanに入社。世界有数の資産運用会社のVC部門にて、主にシリーズB・C以降の大型ラウンドやM&Aに携わる。

Toshiaki Shimakawa is Principal at Headline Asia and Representative of IVS, Japan's premier conference for IT entrepreneurs. He began his career as a researcher in molecular biology and neuroscience at RIKEN while pursuing graduate studies at Osaka University, before joining Headline Asia in 2017 where he has been active in investment across the technology sector.
He was involved in co-founding 17LIVE, which achieved the top revenue position in Japan's live streaming industry within two years. As Representative Director of IVS since 2020, he has driven the evolution of the conference from an invite-only gathering of approximately 700 IT executives to a fully open platform, with IVS2025 KYOTO drawing over 13,000 attendees. He continues to build a new vision of IVS as the defining community for entrepreneurs in Japan.

Sumiyo Tsuchikawa is Japan Country Manager of HearstLab, the corporate venture capital arm of US-based Hearst, dedicated to investing in and supporting women founders. She began her career as part of the pioneer generation of women in corporate banking under Japan's Equal Employment Opportunity Act, before transitioning to the media industry.
Following leadership roles in HR and business management at Hearst Fujingaho, she was appointed to her current role in 2023. Through investment and hands-on support for female entrepreneurs, she is committed to closing the gender gap and strengthening Japan's startup ecosystem.

Shizuka Umehara is CEO of Square Up Consulting, supporting international startups in expanding into the US market across corporate registration, market research, exhibitions, event management, strategic advisory, tax, sales, marketing, and accelerator mentoring. She holds an M.S. in Accountancy from California State University Los Angeles and began her career as a tax professional at Ernst & Young in New York and PricewaterhouseCoopers in Los Angeles, advising Japanese companies on US tax compliance from 2007 to 2014.
From 2015 to 2022 she worked at Deloitte Tohmatsu Venture Support in Tokyo, supporting Japanese startups in overseas expansion and business alliances with global corporations, while leading government-backed management training programs for female entrepreneurs and speaking at women's entrepreneurship symposiums worldwide. She launched Square Up Consulting in 2022 and has since been featured in Forbes Japan, NHK, HuffPost, Jiji Press, and Weekly ASCII for her work elevating Japanese female entrepreneurs to global success.
